The Witcher 3will have Geralt traveling around the continent amidst a war which can prove problematic for an outsider like a Witcher. After moving on from White Orchard Geralt’s journey will take him to Velen in his search for Ciri. However, it is just as war-torn and divided with Redanians not allowing people intoNovigradorOxenfurtwithout the proper paperwork.

Thou Shalt Not Passis a side quest that activates by talking to the Redanian guard at the border post which is North of Hanged Man’s Tree or upon trying to get into Oxenfurt through the main gate. The guards will not let you through the front gate without the proper paperwork. Luckily there are multiple ways to get those papers which this guide will go over.
Plenty Of Options
Because Geralt will eventually need to get into Novigrad and Oxenfurt this barrier can be problematic. There are a few ways to get the papers spread out through side quests and even the main quest. The route you take will depend on the order you want to do things and the urgency of needing to get into either of those places.
Fake Papers
Talk to theShady Merchantin the refugee camp south of the Border Post which will activate theFake Papers Quest. There you can buy a fake pass for 100 gold (50 with the Axii skill Delusion equipped). That price point can be steep in the early game, so it is best to get it the other way if you’re not in a hurry. The fake pass works just as well as the normal one.
Bitter Harvest
If you end up doing the Shady Merchants brother a favor he will give you a steep discount along with getting paid for your services in the side questBitter Harvest. You can head there before talking to the Shady Merchant and complete it before the Fake Papers quest and still get a discount. If not follow the quest marker to the war-torn battlefield, you will findAlbin Hartand some peasants rummaging around and getting attacked by Ghouls.
Kill them and talk to him and offer to help protect them against the Ghouls to complete the quest. There will be multiple waves of Ghouls you will need to kill and be wary of as they can kill Albin and the people fighting alongside you which can make subsequent waves harder and eventually fail the quest. Return to the Shady Merchant after completing this quest, and you will be able to get the pass for 25 gold.
Family Matters
you’re able to get the pass for free by progressing through theFamily Mattersquest enough that you find out you need to travel to Oxenfurt. If you tell the Baron that you will need access to Oxenfurt he will provide you with a pass to allow you to go there and progress his quest further.
Woodland Beast
This side quest can be obtained from the notice board in Oxenfurt should you shirk the front gate and just swim to get in. Doing this quest will net you a pass to get into Novigrad and Oxenfurt’s front door should you take the correct steps. You are tasked with investigating a monster issue that’s preventing Redanian supply caravans from using the high road. But after killing the Alghouls feasting on the corpses your investigation points you away from monsters being the cause.
After following some footsteps you will arrive at a Scoia’tael camp. If you kill them and loot theSquirrel Tailas evidence and report back you will be paid and given a pass. If you do not kill them the only way to get the pass is to tell the guard about them. He will not pay you, but you will still get the pass. If you try and convince him there is no monster he will get mad, and you will only get some XP for completing the quest.
