Thus, although he started doubting the World Government’s orders, he couldn’t do anything about it. Also, he couldn’t completely follow his policy of Absolute Justice because in doing so, he might disrupt the name of the World Government inOne Piece. While he is commanding the Navy in his own way, the orders they are following come from characters sitting above him. Plus, the havoc that pirates like Luffy, Kidd, and Blackbeard have caused inOne Pieceis also questioning his authority as a Fleet Admiral. This is why it looks like he might soon break free from all the authorities and commitments and decide to wreak havoc on the pirate world. This would also fit perfectly with his character’s personality and his belief in Absolute Justice.
