Introducing Pan in theDragon Balluniverse was part of a specific narrative need, as she was a well-designed, strong yet vulnerable personality.According to producer Kozo Morishita, her struggles would prompt heroic interventions by Goku. And that is exactly what the movie aimed for through Pan. Her getting in trouble would provoke a protector-type response from Goku, which would further amplify his role as the ultimate savior.
Therefore we created a pattern where Pan is imperiled and Goku gets mad at the enemy: “I won’t let you get away with this!”

This pattern was first seen during episodes such as the transformation of Pan into a doll. Now, unfortunately, this type of show also takes much time to develop extensively on character progression.

Introducing Pan as a Super Saiyan would have totally disturbed the pattern, and Goku wouldn’t have remained the main protagonist. However, this alternative could have brought more intricacy to the series. Certainly, a golden opportunity was missed there!
Dragon Ball GT has an episode where Pan is turned into a doll, but that episode established the pattern of “Pan sets the incident in motion while Goku resolves it”. So it would break that pattern to make Pan a Super Saiyan and strong.
DespiteDragon Ball’smassive franchise status, introducing a female Super Saiyan would have generated significant excitement and interest. This bold move could have attracted new fans and reinvigorated the series. By playing it safe, the producers missed a chance to create a groundbreaking moment in anime history.
